General activity is hindered or restrained for reasons that are hard to make sense of. Alternating between assertiveness and apathy will make it difficult to get anything done. Levels of incompetence are raised and there are more incidents of pushing the blame on others, instead of accepting responsibility for what has been done and the failure associated with it.
